Thailand Issues Safety Requirements for Portable Power Banks

On January 9, 2019, the Thailand Ministry of Industry published mandatory Standard TIS 2879-2560 prescribing safety requirements for portable power banks. This Standard entered into force on January 9, 2019.

The Standard covers safety requirements for:

 

  • portable power banks  
  • any portable energy-storage devices containing secondary batteries with charging circuitry via DC output of up to 6 volts and at least one charging port  
  • power banks that support the external voltage supply for quick charging for electric and electronic devices  
  • power banks under intended use and reasonably foreseeable misuse

The following products are excluded from the scope of this standard:

 

  • any internal battery devices that are capable of powering other devices which are not aimed at charging such as portable loudspeaker and laptop  
  • power banks charged via DC output exceeding 6 volts (e.g. car jump starter)  
  • uninterruptible power supply (UPS) systems

This Standard sets out safety requirements, testing, marking, and required warnings and instructions for the use for portable power banks and any portable energy-storage devices containing secondary batteries.

The standard states that safety and testing requirements for the portable power banks including cells and batteries used to assemble the products also must comply with the requirements in TIS 2217 and TIS 1561.
