Mexico Updates Technical Provisions for Mobile Terminal Equipment

The Federal Telecommunications Institute of Mexico (IFT) has announced significant modifications to the Technical Provisions IFT-011-2022, concerning Mobile Terminal Equipment that utilizes the radio spectrum or connects to telecommunications networks, particularly Part 3 regarding the Cellular Broadcasting Service for Risk or Emergency situations.

The changes were issued on September 20, 2023, and took effect the following day.

Key Aspects of the update:

1. Main changes
  • Channels in Mobile Terminal Equipment designated for alert messages must exclusively serve their purposes according to the Technical Provision, and are not allowed to be used for advertising, promotional activities or any other similar purposes.
  • Channels 4380 (primary configuration) and 519 (secondary configuration) must be enabled and activated via MMI codes provided by ETM manufacturers.
  • Digital radiocommunication simulators will be used during testing to verify:
    - if the EBP supports the channels for the reception of alert messages in the ETM
    - whether mobile terminal equipment complies with the format for displaying alert messages
2. Transition period
  • Manufacturers and laboratories have a 120-day grace period following the publication of these modifications. During this period, testing laboratories and certification bodies are allowed to issue test reports and certificates of conformity under the old standards published in the Official Gazette of the Federation on September 13, 2022.
  • However, testing laboratories and certification bodies must obtain an extension of their accreditation scope in line with the new Technical Provision.
  • Once they have the above-mentioned extension of accreditation, the testing laboratories and certification bodies must issue test reports and certificates of conformity in accordance with this modification.
3. Validity of existing certificates
  • Certificates of Conformity and Homologation issued before these modifications remain valid until their expiration.
  • Conformity evaluations for Mobile Terminal Equipment applied for under the IFT-011-2022 prior to the modified version, will continue be valid under the original requirements.
