EU Approves New Decision for LPD-S in the Frequency Range 862-870 MHz and Amends Several Existing Decisions
During 2025, the Electronics Communications Committee (ECC) adopted two new Decisions and amended seven existing ones related to spectrum use and radio communications.
New ECC Decisions (June 2025)
In June 2025, the ECC published the following new Decisions:
ECC/DEC/(25)02 on low-power devices communicating with satellites (LPD-S) operating in the 862-870 MHz frequency range. This Decision contributes to the promotion in enabling LoRaWAN and other satellite-based LPWAN IoT solutions across Europe.
ECC/DEC/(25)01 on the designation of the frequency bands used by the Global Navigation Satellite System, Galileo, and on technical and operational measures for the use of the 1258-1300 MHz frequency band by the amateur and amateur-satellite services, in order to protect the radionavigation-satellite service.
Amended ECC Decisions (March-November 2025)
Between March and November 2025, the ECC amended the following Decisions:
ECC/DEC/(09)03 on harmonised conditions for Mobile/Fixed Communications Networks (MFCN) in the 791-862 MHz band. Following the 2025 update, the Decision is now valid for 791-862 MHz.
ECC/DEC/(22)03 on technical characteristics, exemption from individual licensing and free circulation and use of specific radiodetermination applications in the 116-260 GHz frequency range. This update includes ERC Recommendation 70-03: “Relating to the use of Short Range Devices (SRD)”, amended in October 2025.
ECC/DEC/(01)03 on the ECO Frequency Information System (EFIS). The ECC amended Annex 2 on June 13, 2025.
ERC/DEC/(99)06 on the harmonised introduction of satellite personal communication systems operating below 1 GHz (S-PCS<1GHz).The ECC updated the list of Candidate S-PCS<1GHz Systems
ECC/DEC/(22)07 on harmonised technical conditions for the use of aerial UE for LTE and 5G NR communications in multiple frequency bands, including 703-733 MHz, 832-862 MHz, 880-915 MHz, 1710-1785 MHz, 1920-1980 MHz, 2500-2570 MHz, and 2570-2620 MHz, harmonised for MFCN.
ECC/DEC/(08)01 on the harmonised use of Safety-Related Intelligent Transport Systems (ITS) in the 5875-5935 MHz frequency band. ECC added Radio Interface Specification (RIS) implementation of ECC/DEC/(06)01 on harmonizing the use of the 1920-1980 MHz and 2110-2170 MHz bands for mobile/fixed communications networks (MFCN) including terrestrial IMT systems.
