UAE Issued Federal Law on Product Safety
On 18 December 2018, the UAE Government enacted Federal Law № 10 on product safety in order to increase the quality of products. The Product Safety Law comprises 21 Articles and applies to products that are intended for consumers or reasonably likely to be used by them regardless of whether or not the goods are new, reconditioned or second hand. The Law defines a "product" as any product in final-form that will be used by or made available to consumers in the UAE.
The Product Safety Law entered into force on July 1, 2019.
Product categories are exempt from the scope:
Medicines and veterinary medicines, vaccines, serums, and similar products
Used products that need to be repaired, rehabilitated or modified during the period prior to placement on the market
Products must be safe and comply with the provisions of the Law. To consider the product as "safe", suppliers must ensure that their products comply with any applicable standards issued by the Emirates Authority for Standardisation and Metrology (ESMA) or with applicable product safety rules, technical regulations and provides either no risk or a minimum acceptable level of risk, taking into account the normal or reasonably foreseeable use of the product and the need to maintain a high level of protection for consumers.
The Law will apply to any commercial participants of the product supply chain whose activities relate to or affect the safety of products manufactured within or imported into the UAE, including manufacturers, agents, distributors, and importers (collectively referred to as "Suppliers").
The Product Safety Law sets out obligations of suppliers, application procedures, and responsibilities of customs authorities to block the sale of non-compliant products.

take all necessary preventive measures (to be further determined by way of regulation) to identify any risks or issues arising from a product’s use in the supply chain so that corrective action can be taken.
The Product Safety Law states that a regulation will be issued by Ministers Cabinet to execute this law including measures for market surveillance, product recalls, and any other related issues.
The Emirates Authority for Standardisation and Metrology (ESMA) is principally responsible for the supervision of the implementation of the Law and will work with other UAE regulatory entities including but not limited to UAE customs authorities to ensure compliance with the Law is upheld.
