Japan Amends Evaluation Criteria for Energy Consumption Performance of Lamps
On April 12, 2019, the Japanese Ministry of Economy, Trade and Industry (METI) issued an amendment to the Notice on Evaluation Criteria for Energy Consumption Performance for lighting equipment and light bulbs setting FY2020 and FY2027 respectively as the target fiscal years.
The conventional energy conservation standards for lighting equipment covered only fluorescent lighting equipment. LED lighting equipment is now added in the coverage of the new standards with FY2020 as the target fiscal year.
The conventional standards considered the energy consumption efficiency as the “brightness of the light source of lighting equipment (total luminous flux)” per electricity consumption. The new standards are based on the “brightness of lighting equipment (equipment luminous flux)” per electricity consumption.
There is a requirement to affix a new indication “brightness of lighting equipment (equipment luminous flux)” instead of the conventional indication “total luminous flux.” Note that the equipment luminous flux is smaller than the total luminous flux for the same fluorescent lighting equipment.
The conventional energy conservation standards for light bulbs only covered fluorescent lamps and LED lamps. Now incandescent bulbs are added to the new standards with FY2027 as the target fiscal year.
The energy consumption efficiency is still considered as the “brightness of the light source of a lamp” per electricity consumption according to the conventional standards.
The METI sets a one-year transition period until March 31, 2020. Conventional indications may be continuously affixed until that date.
This Notice entered into force on April 15, 2019. Articles related to the LED light fixtures will enter into force on April 1, 2020.
