India Updates Certification Procedures for Certain Telecom Equipment
On July 4, 2019, the Indian Telecommunication Engineering Centre (TEC) published three Notifications in order to make partial modification to the MCTCE (Mandatory Testing and Certification of Telecommunications Equipment) procedure:
Notification for launch of MTCTE
Notification for acceptance of test reports from labs accredited by ILAC signatories
Notification for revision of MTCTE procedure exemptions/relaxations
The key points include:
Date of opening the MCTCE online portal for registration is July 5, 2019
Date of commencement of acceptance of applications is July 9, 2019
Date of implementation of mandatory certification is November 1, 2019 (mandatory date was extended)
The MTCTE requires that regulated equipment must undergo mandatory testing and certification prior to sale and import of use in India
Date of implementation of mandatory labeling requirements (TEC label) is April 1, 2020
Starting October 1, 2019, TEC will be regulating only 6 products:
Telecom Equipment covered under SCS (Simplified Certification Scheme):
Wire telecom equipment (telephone system, payphone, electronic telephone instrument, key telephone systems, 2-line feature phone, coin box telephone, terminals for connecting to PSTN, CLIP phone)
G3 Fax Machines
Telecom Equipment covered under GCS (General Certification Scheme):
Test reports from foreign laboratories with ILAC accreditation will be accepted in place of local testing until March 31, 2020
Certain test parameters mentioned in the Essential Requirements (ERs) are currently exempted as a relaxation of the requirements
Products subject to these exempted parameters that gain certification during the relaxation period will result in a Provisional Certificate with 2 year validity (rather than 5 years)
