China Establishes Conformity Assessment System for China RoHS2
On May 16, 2019, Chinese State Administration for Market Regulation (SAMR) and the Ministry of Industry and Information Technology (MIIT) jointly issued the Implementation Measures for Conformity Assessment System for the Restricted Use of Hazardous Chemicals in Electrical and Electronic Products. It finally sets the long-awaited conformity rules for China RoHS 2.
The system introduces two options to demonstrate compliance with hazardous substance restriction limits in electrical and electronic products:
Voluntary Certification. The company may choose a third-party certification institution to certify the products as compliant with standards and technical requirements on restricted use of hazardous chemicals.
Suppliers’ Self-Declaration. The company may conduct self-evaluation to prove compliance with standards and technical requirements on restricted use of hazardous chemicals.

All information related to conformity assessment will be published on the information platform set up by the Ministry of Industry and Information Technology (MIIT) and the State Administration of Market Regulation. Although the platform has not yet been launched, but it is expected to be announced soon.
Once the platform is up and running, third-party organizations with product certification should upload the relevant information within 5 working days. Companies that have chosen to self-declare must submit information along with relevant supporting technical materials within 30 days after their products are placed on the market.
The approved third-party certifiers are currently not identified under the Announcement and there is no indication of when they will be announced. China has many testing, inspection, and certification companies offering RoHS testing services. They will be able to offer the certification services after they have been approved by the MIIT.
Companies must prove compliance of the following 12 product types till November 1, 2019:
Refrigerators (up to 800 liters)
Air conditioners (≤ 14,000 Watts)
Washing machines (≤ 10 kg of dry clothes)
Electric water heaters
Printers (≤ A3, ≤ 60 pages/minute)
Copiers (≤ A3, ≤ 60 pages/minute)
Microcomputers (desktop with necessary peripherals, laptops, tablets)
Mobile communications devices
Under China RoHS2, the restricted substances (concentration limits) are:
Lead (Pb) and its compounds (0,1%)
Mercury and its compounds (0,1%)
Cadmium (Cd) and its compounds (0,01%)
Hexavalent chromium (Cr6+) and its compounds (0,01%)
Polybrominated biphenyls (PBB) (0,01%)
Polybrominated diphenyl ethers (PBDE) (0,01%)
Until November 1, 2019, markings and disclosure are required for all EEPs but it is not necessary to submit compliance to authorities. Under the new conformity assessment system it is becoming obligatory.
