The Federal Communication Commission (FCC) of the United States updates the pre-approval guidance (PAG) procedure for R&TT devices. According to this procedure, the FCC allows a telecommunication certification body (TCB) to certify equipment. However, when the compliance review procedures are not fully developed or there is no existing Commission guidance, oversight by the Commission is required.
Thus, the PAG procedure permits the equipment authorization approval process and at the final stage, TCB issues grant of equipment authorization. The FCC issued the list of devices subject to the PAG procedure. It is divided into three groups:
Devices subject to special conditions when the authorization procedures should be used must be approved by the FCC prior to approval by TCB
Devices that require a sample to be submitted to the FCC for pre-approval testing prior to approval by TCB
Devices with new or unique operation or installation issues are subject to FCC review prior to approval by TCB

When the published guide is available for the device, the applicant should provide TCB with the following information as a proof that the published guidance is followed:
The KDB publication number of the document that includes the guidance that is followed
Documentation on how the guidance applies to the circumstances and to the specific device to be authorized
In case, when the guide cannot be fully applicable to the device, it is necessary to apply for the additional guidance from the FCC before submitting a device authorization application to TCB for the PAG processing.
Thus, a manufacturer or a testing lab should submit a KDB inquiry with the FCC guidance request for the test methods and measurements. Once, the testing based on the guidance is completed, it is possible to submit an application to TCB. It is necessary to provide TCB with the following:
KDB Inquiry Tracking Number for the guidance given by the FCC
Complete copy of the KDB Inquiry.
Copy of all applicable attachments associated with KDB Inquiry.
Description of how the device follow the guidelines in the specific KDB Inquiry
