The Ugandan National Bureau of Standards (UNBS) recently published a revised Operational Manual on Pre-Export Verification of Conformity (PVoC).
From June 1, 2019, UNBS implemented the Pre-Export Verification of Conformity to standards (PVoC) program for general goods through three contracted Service Providers. The revised Program also contains some important changes, which include the introduction of a new fee structure as well as the establishment of a threshold value whereby shipments having a Free on Board (FOB) value less than or equal to USD 2,000.00 are exempted from the PVoC.
PVoC is a conformity assessment procedure based on Article 5 of the WTO Technical Barriers to Trade Agreement (WTO/TBT Agreement). PVOC is an inspection and verification program carried out on products by appointed inspection agents in the country of export. Its objective is to minimize the risk of unsafe and substandard goods entering Ugandan and protect consumers against dangerous and substandard imported products. Under the scope of the program, all exporters and importers of products under the scope of the PVoC are required to obtain a certificate of conformity prior to shipment of the goods.

Electrical and electronics including solar equipment
Automotive products and inputs
Mechanical materials and gas appliances
Textiles, leather, plastics and rubber
Furniture including wood and metal
Paper and stationery
Protective safety equipment
Food and food products
Used commodities including automotive products
