Saudi Arabia Launches the Third Phase of IECEE Certificate Approvals

The Saudi Standards, Metrology, and Quality Organisation (SASO) issued two new energy efficiency standards for lighting products in the second half of 2018: SASO 2902/2018 and SASO 2870/2018.

 

The standards cover indirect and direct general light sources with luminous fluxes above 60 lumens and below 12,000 lumens, including:

 

Incandescent lamps

Halogen lamps

Compact fluorescent lamps with integrated ballast

LED lamps (Incandescent retrofit types and Halogen retrofit types)

 

The enforcement plan includes the following dates:

 

  • January 1, 2019 — Certificates of Conformity (COC) are no longer issued.

  • February 1, 2019 — products without Saudi Energy Efficiency Certificate and Energy Efficiency Label are not allowed to enter the customs after arriving at the port.

  • April 1, 2019 — the regulated lighting products under SASO 2870/2018 and SASO 2902/2018 are officially incorporated into the compulsory implementation scope of SASO IEC Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE) Recognition Certificate (SASO IECEE RC).

 

The new SASO IECEE Recognition Certificate is the recently introduced Saudi National Conformity Certificate issued based on a valid CB Test Certificate and CB Test Report.

 

It guarantees that certified appliances are compliant with the standards of the IEC Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE) while also taking into consideration the Saudi National Differences.

 

The SASO IECEE Recognition Certificate will be valid for one year and requires annual renewal.

 

Prior to being placed on the Saudi Market, lighting products must comply with the foregoing standards. To apply for the SASO IECEE RC certificate, the equipment need to have CB report and CB certificate as well as register with SASO to obtain an Saudi Energy Efficiency Certificate and attach the corresponding energy efficiency (EE) label to officially registered products.

  • October 1, 2019 — Saudi regulators will formally implement market spot check and supervision on energy efficiency regulated lighting products.

 

The SASO announced the launch of Phase 3 for the obligation regarding obtaining recognition of IECEE Certificates for lighting products and accessories from April 1, 2019.
