Safety Requirements to Products Intended for Children and Adolescents in the EAEU

Products for children and adolescents entering the market of the Eurasian Economic Union are subject of EAEU Technical Regulation 007/2011 "On the safety of products intended for children and adolescents". The technical regulation establishes mandatory safety requirements for products intended for kids and teenagers, that have not been in use.

 

EAEU TR 007/2011 applies to:

 

  • products for the child care (milk nipples, pacifiers, utensils, cutlery, hygiene and clothing accessories, toothbrushes, and gum massagers)

  • garments, textiles, leather and fur, knitted and single finished textiles

  • shoes and leather goods

  • baby strollers and bicycles

  • books and magazines

  • school supplies

 

EAEU TR 007/2011 doesn’t apply to:

 

  • products developed and manufactured for medical use

  • baby food

  • perfumes and cosmetics

  • sporting goods and equipment

  • teaching aids, tutorials, and e-learning publications

  • toys and printed board games

  • furniture

  • products made by individual orders

 

The Technical Regulation contains the mandatory safety requirements with regards to products for children and adolescents. It includes requirements to chemical, physical, biological, mechanical parameters as well as thermal indicators. These requirements can be met directly to the EAEU TR 007/2011 and/or by applying the relevant standards according to the list of interrelated standards 

 

Сonformity of products intended for children and adolescents against the requirements of EAEU TR 007/2011 is performed in the form of:

 

  • state registration 

  • certification 

  • declaration of conformity 

 

Now let’s clarify what products are subject to each of the above-mentioned type of the confirmation form.

 

 

State registration relates to:

 

  • milk nipples, pacifiers made of latex, rubber or silicone

  • disposable hygiene products

  • sanitary cotton swabs

  • crockery, cutlery for children up to 3 years (spoons, forks, bottles, and other similar items for food)

  • toothbrushes, electric-powered toothbrushes, gum massagers, and other similar products for children up to 3 years

  • knitted linen products of the 1st layer and textile materials for children up to 3 years;

  • knitted hosiery of the 1st layer for children up to 3 years;

  • knitted hats (summer) of the 1st layer and textile materials for children up to 3 years.

 

Please note that once the state registration is received, the above-mentioned products should be applied for the declaration of conformity.

 

Certification is required for:

 

  • molded and non-molded rubber sanitary and hygienic products for the baby care

  • plastic and metal sanitary-hygiene products and clothing

  • bed linen

  • knitwear linen and textile products of the 1st layer for children older than 3 years

  • knitted hosiery of the 1st layer for children older than 3 years

  • hats (summer) of the 1st layer of knitted and textile materials for children older than 3 years

  • clothing and products of the 2nd layer of textile materials and leather

  • knitted products of the 2 layer

  • knitted hats of the 2nd layer of textile materials and leather for children under 1 year

  • clothing and products of the 3rd layer, knitted of textile materials and leather up to 1 year

  • clothing, products and fur hats for children up to 1 year

  • shoes, except felted-coarse wool footwear

  • baby strollers

  • bicycles

 

Declaration of conformity should be obtained for the following products (apart of the products that are subject to state registration) :

 

  • leather goods

  • school supplies

  • knitted clothing and products of the 3rd layer of textile materials and leather for children over 1 year old

  • clothing and fur hats for children older than 1 year old and adolescents

  • knitted headgear of the 2nd layer, of textile materials and leather for children older than 1 year old and adolescents

  • custom-made textile products

  • felted coarse-wool shoes

  • books and magazines

 

Once the conformity assessment procedure is finished and the relevant document is obtained, it is necessary to affix the EAC conformity mark. 

 

Please note that if your product is subject not only to EAEU TR 007/2011 requirements but any other EAEU TRs as well, you can affix the EAC mark only when the requirements of all applicable EAEU Technical Regulations are met.
