Safety Requirements for Softlines in the EAEU

The Eurasian Economic Union adopted series of technical regulations regarding safety requirements for softlines imported to the EAEU market. 

 

The light industry, such as clothing and shoes, is under TR CU 017/2011 "On safety of light industry products". This Regulation was adopted to protect people's lives and health, establish uniform and mandatory requirements for light industry products,  and enable free movement of products within the EAEU.

 

The Technical Regulation TR CU 017/2011 is applicable to the following products:

 

  • textiles

  • clothing

  • machine-made carpets and floor coverings

  • leather goods

  • felt and non-woven goods

  • shoes

  • fur and garments made of fur

  • imitation leather

 

Each category must meet the relevant specific requirements, which can be categorized according to the safety performance:

 

1. Mechanical

 

  • tensile strength

  • holding strength

  • flexing

  • impact strength

 

2. Chemical

 

  • maximum permitted emission of harmful chemical substances in the air and/or water medium

 

3. Biological

 

  • hygroscopic property

  • porosity 

  • water resistance

  • electrostatic intensity

  • toxicity index or local irritation

  • color fastness 

 

Apart from the above-mentioned categories of the products, there are subcategories, so-called layers. The Regulation describe 3 layers of textile that differ from each other in functionality and the area of contact with a human body. Hence, have different acceptance criteria.

 

Prior to EAEU market access, such products must confirm the compliance with TR CU 017/2011 requirements that can be carried out in the form of declaration or certification depending on the category of the product. 

 

To get access to the EAEU market, the light industry products must be proved against safety requirements of the TR CU 017/2011. 

 

The detailed requirements for the particular type of product regarding to mechanical, chemical, and biological safety performances.are indicated in the technical regulations.

 

The compliance of the product is shown by the available EAEU DoC or EAEU CoC
