EAC Approval for Clothing and Shoes

What do you need to know to put softlines to the EAEU market (Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia)?

 

If you would like to put products of the light industry to the EAEU market, it is necessary to pass the conformity assessment procedure against the requirements of the relevant EAEU TRs. In the EAEU, series of the following technical regulations were adopted with regards to safety requirements for softlines:

 

  • EAEU TR 017/2011 On safety of light industry products

  • EAEU TR 007/2011 On safety of products for kids and teenagers

  • EAEU TR 019/2011 On safety of personal protective equipment

 

All these technical regulations contain general requirements for the conformity assessment procedure, marking, and identification as well as minimum safety requirements for the products. However, these rules have different areas of application.

 

Thus, EAEU TR 017/2011 On safety of light industry products applies to the following categories of products:

 

  • textiles

  • clothing

  • machine-made carpets and floor coverings

  • leather goods

  • felt and non-woven goods

  • shoes

  • fur and garments made of fur

  • imitation leather

 

EAEU TR 007/2011 On safety of products for kids and teenagers applies to such categories of products as:

 

  • care products for children (soothers, crockery, cutlery, hygiene products)

  • children's clothing

  • children's shoes

  • prams and bicycles

  • children's books and magazines

  • school stationery

 

EAEU TR 019/2011 On safety of personal protective equipment applies to the following: 

 

  • personal protective equipment to protect against mechanical effects and general industrial pollution

  • personal protective equipment to protect against harmful chemical agents

  • personal protective equipment for protection against ionizing and non-ionizing radiation

  • personal protective equipment to protect against the effects of increased or reduced temperature

  • personal protective equipment to protect against the effects of electrical current, electrical or electromagnetic fields

  • special clothing for better visibility

  • means of complex individual protection

  • means of individual protection of the skin

 

The conformity assessment procedure can be carried out in two forms: certification or declaration of conformity against EAEU TRs requirements (in some cases state registration with the subsequent declaration of conformity).

 

Depending on the applicable form of conformity assessment, either EAEU Certificate of conformity or EAEU Declaration of conformity is issued. For serial manufactured products, the EAEU conformity assessment documents have a period of validity up to 5 years.

 

Once the conformity assessment is carried out, products must be marked with the EAC conformity mark. The EAC mark should be affixed to each production unit.

 

Please note that only the company established in the EAEU may apply for conformity assessment. For foreign companies, only an authorized representative in the EAEU can apply for this procedure.
