Technical Regulation on Energy Efficiency Specifications for Motor-Compressed Refrigerators, and Fre
On August 30, 2017, Costa Rican Government published Decree № 40510, which approved Technical Regulation RTCR 482:2015 “Electrical products. Household refrigerators and freezers using hermetic motor-driven compressors. Energy efficiency specifications”. The regulation came into force on March 1, 2019.
This Technical Regulation (RTCR) establishes the maximum electricity consumption levels and sets energy efficiency requirements for domestically manufactured or imported household refrigerators up to 1104 L (39 cubic feet) and freezers of up to 850 L (30 cubic feet) using hermetic motor-driven compressors.
The equipment must meet the efficiency requirements of the standard INTE-28-01-04 and conform with the marking and labeling requirements of the standard INTE-28-01-05.
To conform with this RTCR, importers should use one of the conformity assessment models established in Decree No. 37662-MEIC-H-MICIT of 2012 “Procedure for Demonstrating Product Conformity Assessment in Technical Regulations”. Models applicable to this type of the equipment are 4, 5 or 7.
Prior to customs clearance, importers must confirm the equipment complies with the requirements of this RTCR through a Certificate of Conformity. The document is to be issued by a Certification Body accredited by the National Accreditation Body of Costa Rica (ECA) or by Accreditation Body recognized by ECA according to the international multilateral agreement with IAF.
To get access to the Costa Rican market, the equipment must comply with the following requirements:
Importers must submit a Declaration of Compliance set out in Annex of this Regulation.
The Declaration of Compliance must be presented to the ECA with a certificate of conformity. The ECA must indicate its approval adding the consecutive number, signature, and stamp to the Declaration. Then, it should transmit a technical note to the Customs to confirm compliance with the technical requirements of Costa Rica through the Declaration.
