Samoa Sets up Minimum Energy Performance Standards for Imported Lighting Products
On March 5, 2018, Samoan Head of State signed Energy Efficiency (Approved Energy Using Products Standards) Regulations, 2018.
According to the document, all the lighting products imported or traded in Samoa must meet Minimum Energy Performance Standards (MEPS) and comply with marking requirements from March 5, 2019.
The requirements apply to:
Linear fluorescent lamps
Compact fluorescent lamps
Fluorescent lamps ballasts
The following Minimum Energy Performance characteristics and marking requirements are established by Australian Standards:
AS 4934.2-2011 for Incandescent lamps
AS/NZS 4782.2-2004 for Linear fluorescent lamps
AS/NZS 4847.2-2010 for Compact fluorescent lamps
AS/NZ 4783.2.2002 for Fluorescent lamps ballasts
The Ministry of Finance develops, enforces, and administers policies for the purposes of The Samoa Energy Efficiency Act and foregoing Regulations.
Products must be registered in Samoa to prove they have been tested correctly and comply with the test standards and MEPS rules set in the Regulations. There are two ways to register a product:
electronically, on the Pacific Database (PAD)
by submitting Forms to the Regulator
If an application is submitted through the PAD, it will be emailed to the Samoa regulator for approval. Once it is approved, the PAD will create a Registration Certificate.
Once a product is registered in Samoa, anyone can import or trade in that model whether they hold the original Certificate of Registration or not. However, to avoid any issues with Customs regarding the import of products which don’t have a Certificate of Registration, it is possible to obtain a Letter of Confirmation from the Regulator.
