On February 15, 2017, the Brazilian National Institute of Metrology, Standardisation and Industrial Quality (INMETRO) approved Decree № 20 establishing the technical and conformity criteria for street lighting using discharge lamps and LED technology. The mandatory certification will be required since February 17, 2019 and all imported and manufactured products must meet the new requirements.
It should be considered that INMETRO approved Decree № 404, 2018, which postpones the compliance deadlines established by Decree № 20 and pushes it forward to August 17, 2019. The deadline allows manufacturers and importers put only compliant street lights on the market.
Technical safety requirements include marking and instructions, internal and external wiring, the degree of protection against dust and humidity, and electrical characteristics (dielectric strength, insulation resistance and EMC).
Technical performance requirements include criteria such as photometric measurements, light distribution control, energy efficiency, durability testing, testing thermal levels, and resistance to ultraviolet (UV).
The regulations set out the requirement for conformity assessment of the street lights through certificatio and describe the stages of the process, the models of certification, and testing requirements.
The regulations provide the following sample of the energy efficiency conformity label, which is required to show compliance with the requirements and sets out the energy efficiency grades for street lighting using discharge lamps and LED technology.
