Energy Efficiency Labeling for Vacuum Cleaners in Ukraine

Vacuum cleaners powered by electricity, hybrid vacuum cleaners, and vacuum cleaners with water filters are subject to the Ukrainian Technical Regulations on Energy Labeling of Vacuum Cleaners. The TR is identical to Commission Regulation (EU) №665/2013 of 3 May 2013 supplementing Directive 2010/30/EC of the European Parliament and of the Council on Energy Labeling of Vacuum Cleaners. According to the Ukrainian Decree №381 of 31.05.2017 "On approval of the Technical Regulations on Energy Labeling of Vacuum Cleaners", the Technical Regulations have come into force starting from March 15, 2018.

 

These Technical Regulations do not apply to:

  • vacuum cleaners for wet cleaning, vacuum cleaners for wet and dry cleaning, vacuum cleaners powered by batteries, vacuum cleaners robots, industrial or stationary vacuum cleaners

  • floor polishers

  • vacuum cleaners for outdoor work

 

There are requirements to the EE label and microfiche, manufacturer's EE test report, and EE class calculation.

 

Rules and conditions of application

 

The following sign confirms compliance with the Technical Regulations: 

 

 

The EE label indicates the following information:

 

- name or trademark of a vacuum cleaner supplier

- model of the vacuum cleaner (consisting of letters and numbers and distinguishes a specific model of the vacuum cleaner from other models of the same brand of the vacuum cleaner or the same supplier)

- energy efficiency class of the vacuum cleaner. The letter is meaning energy efficiency class and placed at the same level as the corresponding arrow

- average annual amount of energy consumption of the vacuum cleaner,  kWh per year

- dust re-emission class determined in accordance with the Technical Regulations

- efficiency of carpet cleaning determined in accordance with  the Technical Regulations

- efficiency of solid floor cleaning determined in accordance with the Technical Regulations

- noise level determined in accordance with the Technical Regulation, dBA.

 

The energy label is made according to the following scheme:

Blue, purple, yellow, and black colors are used on a white background for the energy label. The color of any element of the energy label is formed by combining these colors in the percentage of each of them. To designate the element's color, a combination of four characters (digits) is used which indicate the percentage composition of colors in the following sequence: blue, purple, yellow, black. For example, designation of the color of the element of the energy label "00-70-X-00" indicates that it consists of 0 percent blue, 70 purple, 100 yellow and 0 percent black.

 

The energy label should be at least 75 x 150 millimeters. If the energy label is printed in a larger format, its size should be increased proportionately.

  1. Borders

  2. Color panel

  3. Power logo

  4. Color panel icon and power logo according to the sample

  5. Border under the logo

  6. Scale A - G and A +++ - D

  7. Energy efficiency class

  8. Annual energy consumption

  9. Efficiency of carpet cleaning

  10. Solid floor cleaning efficiency

  11. Dust re-emission class

  12. Noise level

  13. Name or trademark of a supplier

  14. Vacuum cleaner model

Conclusion: The procedure is completely identical to the requirements of the European Union. The Technical Regulations in Ukraine are fully harmonized with the regulations of the European Union. Vacuum cleaners are ready to access the Ukrainian market if they have:

  • technical energy documentation

  • EE label

  • microfiche

 

The EE label and microfiche must be in Ukrainian. According to the Technical Regulations, it is not required to confirm the compliance of products with the UA Technical Regulations on energy efficiency labeling. It is not required to obtain any approvals in Ukraine. Market Surveillance carried on by bodies of the state market supervision or the Secretariat of the Energy Community.
