EAEU FSS Notification service
The FSS Notification is a mandatory document, which is required within the EAEU countries during customs clearance of products that are a cryptographic means or contain encryption functions.
The FSS Notification must be registered only once for one type of an encryption means and it is valid for all EAEU member countries as there are no geographical restrictions. Any importer can use it without any limitations and without additional permissions from a primary FSS Notification holder.
The list of products containing cryptographic components is quite wide and includes many high-tech devices: mobile phones, tablets, laptops, servers, RFID tags, etc. It is stipulated by the Decision of the Eurasian Economic Commission No. 30 of April, 21 2015 that contain names and HS codes of all cryptography means.
The Notification is carried out by a manufacturer of a product registered in the EAEU territory or by an authorized representative of the manufacturer in the EAEU on the basis of its own evidence.
To understand whether a particular device has a data encryption function, it is necessary not only evaluate an HS code of a product but to verify a product name and study its technical specifications as well.
In addition, all types of devices with the main characteristics assuming the content of encryption elements are subject to the mandatory Notification.
Often, customs officials ask to provide the FSS Notification when an HS code of a product coincides with the HS code in the list of cryptographic means approved by the Decision of the Eurasian Economic Commission, although the device may not have an encryption function.
The FSS Notification includes the following information:
Purpose of the product;
Used cryptographic algorithms;
Presence in the equipment functional abilities, not described in operational documents;
Validity of the document;
Authorization document for the applicant;
Date of Notification Registration;
