EAEU Market Access for Packaging


Packaging and closures entering the market of the Eurasian Economic Union are subject of EAEU Technical Regulation 005/2011 "On Safety of Packaging". The Technical Regulation is applicable to all types of packaging including closures that cover products.

EAEU TR 005/2011 doesn’t apply to packaging intended for:

  • medical devices

  • drugs

  • pharmaceuticals

  • tobacco products

  • dangerous goods

The Technical Regulation establishes the sanitary, hygienic, and mechanical indicators for packaging, closures, and packaging materials as well as chemical resistance and tightness.

Compliance of packaging/closures with the requirements of EAEU TR 005/2011 is ensured by meeting safety requirements of the Technical Regulation, directly and/or applying the requirements of the standards from the list of interrelated standards that are an integral part of the Technical Regulations.

Compliance of packaging/closures with the requirements of EAEU TR 005/2011 is confirmed by the declaration of conformity on the basis of the first-party evidence and/or evidence obtained through the participation of a certification body or accredited testing laboratory included in the EAEU TR 005/2011 Customs Union Common Register of Certification Bodies and Testing Laboratories. The declaration of conformity is valid up to 5 years.

When conformity assessment procedure is performed, the applicant (an authorized representative of a foreign manufacturer or an importer) shall prepare a set of documents, which includes test reports, list of standards (relevant to the product), certificate for manufacturer’s management system (where applicable), mandatory information on storage conditions, service life (if necessary), etc.

Labeling of packaging/closures shall contain the information necessary to identify the material from which it is made. The labeling must be strong, resistant to abrasion and durable. It is necessary to identify the material from which the packaging is made, so marking must contain a numeric code and an alphabetic designation of the material from which the packaging is made and the symbol "Mobius loop".

The information (in Russian) on packaging/closures should be provided in accompanying documents and contain:

- name of the package

- information on the designation of the package

- conditions of storage, transportation, and recycling

- name and location of a manufacturer and his contact information

- name and location of a person authorized by the manufacturer/importer and his contact information (if any)

- date of manufacturing (month, year)

- shelf life (if installed by the manufacturer)

Products that are compliant with the EAEU TR established requirements are marked with the conformity mark (EAC), which must be applied to the accompanying documents.

Conclusion: Packaging and closures may be released for circulation in the EAEU market if it complies with EAEU TR 005/2011 and if it has passed the required conformity assessment procedures.
