Products intended for children and adolescents entering the market of the Eurasian Economic Union are subject of EAEU Technical Regulation 007/2011 "On the safety of products intended for children and adolescents". The technical regulation establishes mandatory safety requirements for products intended for kids and teenagers, that have not been in use.
EAEU TR 007/2011 applies to:
products for the children care (milk nipples, pacifiers, utensils, cutlery, hygiene and clothing accessories, toothbrushes ,and gum massagers)
garments, textiles, leather and fur, knitted and single finished textiles
shoes and leather goods
baby strollers and bicycles
books and magazines
EAEU TR 007/2011 doesn’t apply to:
products developed and manufactured for medical use
perfumes and cosmetics
sporting goods and equipment
teaching aids, tutorials, and e-learning publications
toys and printed board games
products made for individual orders
The Technical Regulation establishes the mandatory safety requirements for the products for children and adolescents, including chemical, biological, mechanical, and thermal indicators.
To conform with the requirements of EAEU TR 007/2011, products intended for children and adolescents must meet the safety requirements of the Technical Regulation, directly and/or applying the requirements of the standards from the list of interrelated standards that are an integral part of the Technical Regulation.
Conformity assurance of products intended for children and adolescents against the requirements of EAEU TR 007/2011 must be performed in the form of:
state registration by an accredited body
certification by an accredited body included in the Customs Union Common Register of Certification Bodies and Testing Laboratories
declaration of conformity on the basis of first-party evidence and/or evidence obtained through the participation of a certification body or accredited testing laboratory included in the CU TR 010/2011 Customs Union Common Register of Certification Bodies and Testing Laboratories
State registration is subject to:
milk nipples, pacifiers made of latex, rubber or silicone
disposable hygiene products
sanitary cotton swabs
crockery, cutlery for children up to 3 years (spoons, forks, bottles, and other similar items for food)
toothbrushes, electric-powered toothbrushes, gum massagers, and other similar products for children up to 3 years
knitted linen products of the 1st layer and textile materials for children up to 3 years;
knitted hosiery of the 1st layer for children up to 3 years;
knitted hats (summer) of the 1st layer and textile materials for children up to 3 years.
After the state registration, the above mentioned products are subject to declaration of conformity.
Certification is subject to:
- molded and non-molded rubber sanitary and hygienic products for the baby care
- plastic and metal sanitary-hygiene products and clothing
- bed linen
- knitwear linen and textile products of the 1st layer for children older than 3 years
- knitted hosiery of the 1st layer for children older than 3 years
- hats (summer) of the 1st layer of knitted and textile materials for children older than 3 years
- clothing and products of the 2nd layer of textile materials and leather
- knitted products of the 2 layer
- knitted hats of the 2nd layer of textile materials and leather for children under 1 year
- clothing and products of the 3rd layer, knitted of textile materials and leather up to 1 year
- clothing, products and fur hats for children up to 1 year
- shoes, except felted-coarse wool footwear
- baby strollers
Declaration is subject to:
knitted clothing and products of the 3rd layer of textile materials and leather for children over 1 year old
clothing and fur hats for children older than 1 year old and adolescents
knitted headgear of the 2nd layer, of textile materials and leather for children older than 1 year old and adolescents
custom-made textile products
felted coarse-wool shoes
books and magazines
The validity of the declaration/certificate of conformity is up to 5 years.
When conformity assurance is performed, the applicant shall prepare a set of documents, which includes:
technical specifications, operation documents
list of standards, with which requirements the products must comply (where applied by the manufacturer)
certificate for the manufacturer’s management system (where applicable)
certificates of conformity or test reports for materials and components (where applicable)
certificates of conformity issued by foreign certification bodies.
Products in compliance with the EAEU TR established requirements are marked with the conformity mark (EAC).
Conclusion: Products intended for children and adolescents may be placed to the EAEU market if they comply with EAEU TR 007/2011 and other applicable EAEU Technical Regulations and only after they have passed the required conformity assurance procedures.
