Ex products access to the EAEU market

January 10, 2018

Electrical equipment, including Ex-components, and non-electrical equipment intended for use in explosive environments must meet requirements of the EAEU TR 012/2011 «On the safety of equipment for use in explosive environments»  to get access to the EAEU markets. Compliance to these requirements is necessary for the safe operation and maintenance as for the explosion risk:

  • to prevent explosive environments generation caused by flammables dispersal of the equipment;

  • to prevent explosive environments ignition with due regard to the nature of each ignition source;

and to ensure meeting the safety requirements directly and/or by meeting the requirements of standards interrelated with this technical regulation during the design, manufacture, installation, testing, operation, maintenance stages.

This Technical Regulation does not cover the following categories of products:

– Products for medical purposes;

– Equipment, the operation of which may cause a risk of explosion only along with the presence of explosive and unstable chemical compounds;

– Household equipment and equipment for non-industrial use in an environment, where an explosive atmosphere is formed as a result of unexpected release of flammable gas;

– Personal protective equipment;

– Sea-craft, inland vesselships and mixed river-sea-going ships, mobile platforms and offshore structures to work in marine and inland waters, other floating facilities, as well as machinery and equipment used on them;

– Public conveyances for the transportation of passengers and goods by air, land, rail and sea;

– Nuclear weapons, research facilities for nuclear defense complex organizations, except for the incorporated equipment located in hazardous areas.

According to the technical regulations, all electrical equipment, including Ex-components, and non-electrical equipment for use in explosive environments require mandatory conformity assessment procedure in the form of certification.

Applicant for the certification can be EAEU manufacturer or local representative of the foreigner manufacturer on the basis of the contract. And, if it is a batch or a unit of product certification - the applicant can also be an importer.

EAEU certificate of conformity and sign of market access (EAC mark) demonstrates that the equipment comply to the EAEU TR 012/2011 requirements. Marking must be applied to the surface of the equipment or plate available for inspection without disassembly or the use of tools, and remain for the equipment life cycle.

Equipment must be completed with documentation in the official language of the Eurasian Economic Union member state on whose territory the equipment will be operated and (or) in Russian, as defined by the supply contract, including the equipment imported from other countries.

Conclusion:

  • Electrical equipment, including Ex-components, and non-electrical equipment for use in explosive environments must meet requirements of the EAEU TR 012/2011 «On the safety of equipment for use in explosive environments»  to get access to the EAEU markets.

  • All electrical equipment, including Ex-components, and non-electrical equipment for use in explosive environments require mandatory conformity assessment procedure in the form of certification.

  • Applicant for serial certification can be EAEU manufacturer or local representative of the foreigner manufacturer on the basis of the contract.

  • Applicant for batch or unit of product certification can be EAEU manufacturer or local representative of the foreigner manufacturer on the basis of the contract, as well as the importer.

  • EAEU certificate of conformity and sign of market access (EAC mark) demonstrates that the equipment comply to the EAEU TR 012/2011 requirements.
