EAEU Market Access for Wheeled Vehicles and Their Components


Wheeled vehicles and their components must meet requirements of the EAEU TR 018/2011 «On the safety of wheeled vehicles» to get access to the EAEU markets. This Technical regulation establishes safety requirements for wheeled vehicles and their components that concern:


- Active safety

- Passive safety

- Environmental safety

- Fire safety

- Construction safety

- Technical state


Compliance of the wheeled vehicles and their components with UNECE Regulations, Global technical regulations, and the EAEU TR 018/2011 ensues meeting safety requirements of the product.


The EAEU TR 018/2011 establishes requirements for the following types of products:


а) wheeled vehicles of categories L, M, N, and O are designed for use on public roads (hereinafter - the vehicles) and chassis

b) components of vehicles that have an impact on the safety of vehicles


A detailed list of products subject to CU TR 018/2011 (98 positions) is indicated in Annex No. 1 of this regulation.


It doesn’t cover the following types of wheeled vehicles and their components:


1) having a maximum speed > 25 km/h (not applicable to the components intended only for assembly of the vehicles);

2) intended only for participation in competitive sports (not applicable to the components intended only for assembly of the vehicles);

3) categories L and M1, with the release date of 30 or more years ago, as well as categories M2, M3, and N, not intended for commercial transportation of passengers and cargo, with the release date of 50 or more years ago, with the original engine, car body and if available - frame, stored or restored to its original condition;

4) imported into the Eurasian Economic Union for a period not exceeding 6 months and placed under the customs regimes that do not allow expropriation (not applicable to the components intended only for assembly of the vehicles);

5) imported into the Eurasian Economic Union as personal property by individuals who are members of national government programs aimed at assisting the voluntary resettlement of persons residing abroad, or recognized in the prescribed manner as refugees or internally displaced persons (not applicable to the components intended only for assembly of the vehicles);

6) belonging to the diplomatic and consular missions, international (intergovernmental) organizations, who possess privileges and immunities in accordance with the generally recognized principles and norms of the international law, as well as the staff of these offices (organizations) and their families;

7) off-road heavy-duty vehicles, etc.


Depending on the exact product category, the EAEU Certificate of Conformity (CoC), EAEU Declaration of Conformity (DoC), Vehicle Safety Certificate or type approval (for Vehicle or Chassis) must be obtained. Thus, for vehicle components, it is necessary to obtain the Declaration of Conformity or Certificate of Conformity. A document that confirms the compliance of a single vehicle to the EAEU TR 018/2011 is the Vehicle Safety Certificate and vehicle/chassis assigned to the same type requires obtaining Vehicle/Chassis type approval to get access to the EAEU markets.


Vehicles (chassis) that have vehicle/chassis type approval and components of the vehicle that has the Certificate of Conformity or Declaration of Conformity against requirements of this EAEU TR should be marked with a single sign of market access. The EAC mark must be placed at the manufacturer's plate or separate plate label for vehicles (chassis).

The place of the plate (label) is indicated in a vehicle/chassis type approval document.

The EAC mark must be placed directly to a component of the vehicle (when technically feasible) and /or at a label (if available) and a package as well as to technical documents accompanying it.


If it is possible, the EAC mark should be placed close to the trademark of the manufacturer. In case, when components of a vehicle marked with “E” and “e” officially approved marks, the EAC mark for such components doesn’t require.


Conclusion:


  • Compliance of the wheeled vehicles and their components with UNECE Regulations, Global technical regulations, and the EAEU TR 018/2011 ensues meeting safety requirements of the product.

  • A product entering The EAEU market needs the EAEU Certificate of Conformity (CoC), EAEU Declaration of Conformity (DoC), Vehicle Safety Certificate or type approval (for Vehicle or Chassis).

  • The single sign of market access—the EAC mark—must be placed at the manufacturer's plate or a separate plate label for vehicles (chassis).

  • Marking of the components with officially approved “E” or “e” marks is equal to the EAC mark.
