Starting from April 1st, 2018 the Technical Regulation “On approval of the Technical Regulation on Radio Equipment” (UA RED TR) will come in force in Ukraine according to the Decision of the Cabinet of Ministers of Ukraine No. 355 dated 24.05.2017.
The Ukraine the Technical Regulation on radio devices is identical to the Directive 2014/53/EU of the European Parliament and of the European Council dated 16.04.2014
The following separate UA Technical Regulations are not applicable for radio equipment covered by the UA RED Technical Regulation:
The Technical Regulation on the Low-voltage electric equipment approved by the resolution of the Cabinet of Ministers of Ukraine No. 1067 dated December 16th, 2015.
The Technical Regulation on the Electromagnetic compatibility of the equipment approved by the resolution of the Cabinet of Ministers of Ukraine No. 1077 dated December 16th, 2015 (but equipment must have an appropriate level of electromagnetic compatibility, established in the Technical Regulations on the Electromagnetic Compatibility).
Requirements of the Technical Regulations of Radio Equipment
The UA RED TR sets out health and safety requirements as well as requirements regulating electromagnetic compatibility and the efficient use of the radio spectrum in Ukraine.
All radio equipment that is into the scope of UA RED TR must comply with the essential requirements set out in Clause 6 of the TR. In particular, such equipment must be designed so, as to ensure safety of people and domestic animals, as well as property, taking into consideration safety requirements set out by the Technical Regulation on the safety of Low-voltage equipment, but without any restrictions as to the voltage.
Radio equipment must be designed in a way that allows to effectively use and maintain the efficient use of radio spectrum resources and to avoid harmful interference. If the transmitter is duly installed, maintained and used for its intended purpose, it must emit radio waves that do not cause harmful interference, and any unwanted radiation.
Receivers must have a level of sensitivity, selectivity and other characteristics that allow them to work properly and protect them from the risk of harmful interference on the same channel or on other channels.
Manufacturers must submit to the National Commission on the State Regulation in the Area of Communication and Informatisation (NKRZI) the information on the types of radio equipment with a low level of compliance with the essential requirements. This information must contain parts of technical documentation. The NKRZI will then provide each manufacturer with the registration number for each type of such equipment. This number must be applied to the radio equipment placed on the market starting from June 12th, 2018.
The form of conformity assessment is the Declaration of Conformity.
Applicable conformity mark
All the RF and Telecom products approved by the UA National Certification Body (NCB) must be accompanied by the conformity mark with the identification number of the involved NCB in accordance with the agreement between the NCB and the Applicant (manufacturer’s local representative in Ukraine).
The identification number of the NCB must be of the same height as the mark of conformity with the technical regulations.
The marking must be made indeed in the format UA.TR.YYY, where YYY is the unique number of the engaged NCB.
Radio equipment that is put into circulation before April 1st, 2018 must comply with the requirements of the Technical Regulation on Radio equipment and telecommunication terminal (terminal) equipment, Technical Regulation on Electromagnetic compatibility of equipment and Technical Regulations on Low-voltage electrical equipment.
After April 1st, 2019 the radio electronic products must be put on Ukraine market with mandatory confirmation of compliance with the Technical Regulation on Radio Equipment (UA RED TR).
