Resolution No. 1356 entered into force on 24th November 2017, approving requirements for lighting devices and electric lamps used in alternating current circuits for lighting purposes.
Previous Resolution No. 602 of 20th July 2011 has been repealed.
New requirements will be implemented in two stages:
Stage 1 from 1 July 2018 to 31 December 2019;
Stage 2 from 1 January 2020.
At both stages, lamps and luminaires for general lighting must meet energy efficiency requirements and performance characteristics as specified in the Resolution.
At stage 2, level of active power loss from fluorescent and induction lamp ballasts used in public and industrial buildings shall not exceed 8%.
It implements the Federal Law No. 261-FZ "On Saving Energy by reducing energy consumption and Increasing Energy Efficiency".
Lamps and luminaires must comply with the energy efficiency and operational specifications laid down by this Resolution.

This Resolution does not require any compulsory Energy Efficiency approval in Russia, but manufacturers must be aware of the document and follow established requirements.
