Electrical and RTTE products market access to UAE

Electrical and RTTE products are subject to Safety and Telecom Approvals in United Arab Emirates. The following types of requirements can be applicable to get access to the UAE market:


  • Safety

  • Telecom

  • Energy Efficiency

  • RoHS

  • Requirements of Gulf Technical Regulation for Low-Voltage Electrical Equipment and Appliances



Safety Requirements


Safety requirements are confirmed by ECAS Certificate and regulated by Federal Law No. (28) of 2001, of the Emirates authority for standardization and metrology, and its amendments.



Requirements for Radio and Telecommunications Terminal Equipment


Requirements for Radio and Telecommunications Terminal Equipment (RTTE) are confirmed by the TRA type approval certificate (TRA CoC) and regulated by Federal Law by Decree No. 3 of 2003 – the Telecom Law.

All the Radio and Telecommunications Terminal Equipment have to be registered with the TRA before it can be used, sold or distributed in the UAE.



Energy Efficiency Requirements


The following products are subject to Energy Efficiency Certificate and EE Label must be affixed on them:


  1. Air conditioners

  2. Refrigerators

  3. Washing machines

  4. Light products

  5. Dishwasher

  6. Storage water heaters


Energy Efficiency Requirements are regulated by the National energy efficiency and conservation program dated 23/4/2011.

RoHS requirements


RoHS requirements are confirmed by the RoHS Certificate and regulated by the Restriction on Hazardous Substances by the UAE Cabinet Decision 10 as of 2017.


The following products are subject to RoHS CoC:


  1. Large household appliances

  2. Small household appliances

  3. IT and Telecommunication equipment

  4. Consumer equipment

  5. Lighting equipment

  6. Electrical and electronic tools (with the exception of large-scale stationary industrial tools)

  7. Toys leisure and sport equipment

  8. Medical devices (with the exception of all implanted and infected products)

  9. Monitoring and control instruments including industrial monitoring and control instruments

  10. Automatic dispensers

  11. Other EEE not covered by any of the categories above or, and falling within the definition of Article one.



Requirements of Gulf Technical Regulation


Member States of the Standardization Organization for the Cooperation Council for the Arab States of the Gulf: United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, State of Qatar, State of Kuwait and Republic of Yemen.


Requirements of Gulf Technical Regulation for Low-Voltage Electrical Equipment and Appliances (BD-142004-01) must be confirmed by the G-Mark Certificate.


The product categories which fall under the scope of the Gulf Technical Regulation for Low-Voltage Electrical Equipment and Appliances (BD-142004-01) as of July 1st, 2016 are:


  1. Domestic electrical fans

  2. Refrigerators, freezers and other refrigerating or freezing equipment

  3. Centrifugal clothes dryers and clothes washing machines

  4. Food grinders and mixers, fruit or vegetable juice extractors

  5. Toasters

  6. Electro-thermic hair-dressing apparatus and hand dryers

  7. Domestic electric heating apparatus

  8. Microwave ovens

  9. Other ovens, cookers, cooking plates, boiling rings, grillers and roasters

  10. Electric instantaneous or storage water heaters and immersion heaters

  11. Electric smoothing irons

  12. Plugs, socket outlets, adaptors, cord extension sets and chargers

  13. Air conditioners


If the same product falls under the scope of ECAS and under the scope of G-Mark - it is required to obtain both the G-Mark Certificate and the ECAS CoC.
