General EAEU Market Access Requirements for High-Pressure Equipment


The equipment operating under high pressure must meet the requirements of the EAEU TR 032/2013 «On Safety of Pressure Equipment» to get access to the EAEU market.


This technical regulation sets safety requirements for the designing and production stages of high-pressure equipment as well as label requirements.


EAEU TR 032/2013 establishes requirements for the following types of products:


а) Vessels for gases, liquefied gases dissolved under pressure, and vapors used for working environments of group 1 and having characteristics according to the Table 1;

b) Vessels for gases, liquefied gases dissolved under pressure, and vapors used for working environments of group 2 and having characteristics according to the Table 2;

c) Vessels for any liquids used for working environments of group 1 and having characteristics according to the Table 3;

d) Vessels for any liquids used for working environments of group 2 and having characteristics according to the Table 4;

d) Boilers intended to produce steam or hot water at temperature higher than 110 ºС as well as direct-fire vessels with characteristics according to the Table 5;

е) Pipeline systems for gases or vapours used for working environment of group 1 and having characteristics according to the Table 6;

f) Pipeline systems for gases or vapours used for working environments of group 2 and having characteristics according to the Table 7;

g) Pipeline systems for liquids used for working environments of group 1 and having characteristics according to the Table 8;

h) Pipeline systems for liquids used for working environments of group 2 and having characteristics according to the Table 9;

i) Parts of equipment (assembly units) and its accessories designed to be integrated with the equipment and withstand the pressure;

j) Valves with nominal diameter of more than 25 /32/200 mm (the equipment with working environments of Groups 1 / 2 / 2 respectively);

k) Indicating and safety devices;

l) Low-pressure chambers (except Single medical hyperbaric chambers);

m) Safety equipment.


To get access to the EAEU market the high-pressure equipment must be approved in accordance to the EAEU Technical Regulation.

Depending on a product category, the EAEU Certificate of Conformity (CoC) or the EAEU Declaration of Conformity (DoC) must be obtained.


Important note:


This category of products should be accompanied with the following set of documents:


- Safety case copy;

- Equipment certificate (technical passport of the equipment);

- Installation and operation guide (instructions);

- Set of project documentation;

- Results of calculations of strength and throughput capacity.


It is also necessary to know that there is a special marking of the equipment designed for the transport of LP gas (vessels, truck tanks). It must be covered with the identification painting and has identification information in accordance with the EAEU TR requirements.


Conclusion:


  1. To comply with the EAEU technical regulation, the equipment should meet the safety requirements directly and/or by following the standards no matter of technical regulation during the design, manufacture, installation, testing, operation, maintenance stages;

  2. Type of the required EAEU conformity document for the equipment operating under high pressure depends on the category of the equipment;

  3. Specific set of documents should accompany the equipment under EAEU TR 032/2013;

  4. Marking of the equipment designed for the transportation of LP gas (vessels, truck tanks) is specified.
