Product Conformity Assessment in Ukraine
Conformity assessment procedures of the electrical products as well as electronic (R&TTE) equipment have been changed. The transition from the UrkSEPRO certification system to Ukraine Technical Regulations system has now been completed.
Ukraine Technical Regulations are harmonized with European Directives. Procedures of product conformity assessment in Ukraine are harmonized with the rules and procedures for the electrical products and electronic (R&TTE) equipment in the European Union.
The following Ukraine Technical Regulations are applicable to electrical products and electronic (R&TTE) equipment:
Technical Regulation for Low-Voltage Equipment (similar to EU Low Voltage Directive)
Electromagnetic Compatibility (EMC) Technical Regulation (similar to EU Electromagnetic Compatibility (EMC) Directive)
Radio and Telecommunication Terminal Equipment (R&TTE) Technical Regulation (similar to EU Radio and Telecommunication Terminal Equipment (R&TTE) Directive)
Declaration of conformity should be issued by the manufacturer (or his authorized representative) and Ukr TR conformity mark should be placed to confirm the compliance with the Ukrainian Technical Regulations. It is not necessary to involve a third-party (notified certification body and lab) for the products that do not have any radio modules.
Ukrainian declaration of conformity should be issued on the basis of technical file, including test reports of the manufacturer that confirm the compliance of the product with the Technical Regulations of Ukraine. The declaration of conformity can be issued by the manufacturer of the product or an authorized representative of the foreign manufacturer in Ukraine. It is mandatory to keep technical file in Ukraine and make it available to market surveillance authorities upon request.
Ukrainian declaration of conformity on R&TTE should be issued only on the basis of technical file that contains test reports issued by the accredited testing laboratory in Ukraine. Such declaration of conformity must be registered with the National Commission for the State Regulation of Communications and Informatization (NCRZI). Only Ukrainian resident (authorized representative of the foreign manufacturer in Ukraine) can be an applicant for the R&TTE declaration.
The product meets the requirements of the Technical Regulations through the implementation of relevant harmonized standards.

The manufacturer should affix Ukraine Technical Regulation conformity mark after the implementation of conformity assessment procedure:
Conformity mark shall be affixed visibly, legibly and indelibly to the product. Whereas that is not possible or not warranted because of the nature of the product, it shall be affixed to the packaging and to the accompanying documents (user manual).
UkrSERPO mandatory certification system for the electrical products and electronic (R&TTE) equipment is not applicable in Ukraine now.
There is no need to apply to NCB to get access for products that do not contain radio modules. Involvement of third-party (a notified body) in the conformity assessment procedure is voluntary.
The new conformity mark without identification number of a notified certification body is used.
Declaration of conformity together with the technical file should be available for surveillance authorities in Ukraine.
Only authorized representative of the foreign manufacturer in Ukraine can be an applicant for the R&TTE declaration.
