Russian GOST-R system update

The Russian Ministry of Industry and Trade has published the Order No. 3358 from 22.09.2016 on the GOST-R system regulation changes:

Mistakenly, many manufacturers of the lithium-ion batteries have taken this order as the cancellation of the Russian national conformity assessment system (GOST-R).
This is an incorrect interpretation of the order. The GOST-R system has not ben cancelled.
Thе Order No. 3358 from 22.09.2016 applies only to the changes associated with the use of the GOST-R certificate forms (not the GOST-R declarations) and does not cancel the regulation, procedure or form of batteries approval in the national GOST-R system.

Batteries are included in the “Unified list of products for which the assessment of conformity is to be executed in the form of acceptance of the GOST-R declaration of conformity” adopted by the Russian State Decree No. 982 dated 01.12.2009. It is mandatory to obtain the GOST-R Declaration of Conformity.
Mind that, the GOST-R declaration for batteries covers Safety requirements only (IEC 62133). If the product (batteries) also contain active electronic components - it means, the the product is subject to additional EAEU Approval on the EMC requirements. EAEU DoC/CoC is also required for such a product.
