Ukraine Launches Technical Regulations on Energy Labelling of Residential Ventilation Units

Technical regulation on energy labelling of residential ventilation units will become effective in Ukraine from August 26, 2021. The Regulation is based on the Commission Delegated Regulation (EU) No 1254/2014 of 11 July 2014 supplementing Directive 2010/30/EU of the European Parliament and of the Council. It establishes energy labelling requirements for residential ventilation units.

This Regulation does not apply to residential ventilation units which:

  • are unidirectional with an electric power input of less than 30 W;
  • are exclusively specified as operating in a potentially explosive atmosphere as stated in the resolution of the Cabinet of Ministers of Ukraine № 1055 "On approval of Technical Regulations for equipment and protective systems intended for use in potentially explosive atmospheres";
  • are exclusively designed for use in emergencies for short periods of time and which in compliance with the basic requirements for construction products with regard to safety in case of fire;
  • are exclusively specified as operating where:

    - temperatures of the air being moved exceed 100 °C;
    - the ambient temperature for the motor, if located outside the air stream, driving the fan exceeds 65 °C;
    - the temperature of the air being moved or the operating ambient temperature for the motor, if located outside the air stream, are lower than minus 40 °C;
    - the supply voltage exceeds 1 000 V AC or 1 500 V DC;
    - the environment is toxic, highly corrosive, flammable, or with abrasive substances;
    - include a heat exchanger and a heat pump for heat recovery, or allowing heat transfer or extraction being additional to that of the heat recovery system, except heat transfer for frost protection or defrosting;
    - are classified as hoods, as defined in the order of the Ministry of Regional Development, Construction and Housing of Ukraine № 28 "On approval of the Technical Regulation of energy labeling of household ovens and kitchen hoods"


There are two types of energy labels in the Regulation. One is for "unidirectional ventilation unit" (UVU) the other is for "bidirectional ventilation unit" (BVU).

The energy label for UVU must contain the following information:

  • the name or trademark of the supplier
  • model code
  • energy efficiency
  • sound power level L WА in dB rounded to the nearest integer, dB
  • maximum flow rate in m3/h rounded to the nearest integer, and one arrow representing UVUs


The energy label for BVU must contain the following information:

  • the name or trademark of the supplier;
  • model code;
  • energy efficiency;
  • sound power level L WА in dB rounded to the nearest integer, dB;
  • maximum flow rate in m3/h rounded to the nearest integer, and two arrows in opposite directions representing UVUs.
