Recently the Ministry of Economic Development and Trade of the Russian Federation together with Rusaccreditation clarified the Resolution #1236 “On the Procedure and Reasons of Including or Excluding Accreditation Bodies into/from the National Subregister of the EAEU Unified Register of Conformity Assessment Bodies” issued by the Government of the Russian Federation.

We would like to pay your attention to the fact that it will be applied in Russia starting from March 1, 2020.

According to the Rules “On Including or Excluding Accreditation Bodies into/from the National Subregister of the EAEU Unified Register of Conformity Assessment Bodies within the Resolution 1236, national certification bodies are eligible to perform activities with regards to certification process only (except for the declaration procedure within EAEU TR 009/2011). This information will be represented in their accreditation scope. It means that starting from March 1, 2020 certification bodies won’t be able to register declarations.

This bring up the question: how can you get a declaration when EAEU TRs still allow to do it?

The answer is simple: It is possible to register the declaration through a fully authorized representative who should be a resident of the country.

Thus, the declaration procedure will not be changed. However, a number of qualified organizations will be declined. Only fully authorized companies, not certification bodies, will be able to register the declarations of conformity after March 1, 2020 according to the new Rules.
