Mexico Introduces New Energy Efficiency Requirements for Clean Water Motor Pumps

The Mexican Official Standard NOM-004-ENER-2025 “Energy Efficiency for Clean Water Motor Pump Assemblies and Motor Pumps with a Power Rating of 0.149 kW (1/5 HP) to 1.492 kW (2 HP). Limits, Test Methods and Labelling,” was officially published on April 28, 2025. The standard will become effective 180 calendar days after the day following its publication in the Official Gazette of the Federation.

The Standard establishes the maximum value of the Pump Energy Index (PEI) that motor pump assemblies and motor pumps must meet for handling clean water. It also defines the test and calculation methods to verify PEI compliance, as well as the labelling information requirements and the conformity assessment procedures.

The Standard applies to motor pumps and motor pump assemblies that use single-phase squirrel cage type induction motors for handling clean water, with power ratings from 0.149 kW (1/5 HP) to 1.492 kW (2 HP), that are imported, manufactured, or placed on the market in Mexico.

The products subject to the Standard are classified as follows:

  1. According to the rated power of the electric motor:
    - From 0.149 kW (1/5 HP) to 1.492 kW (2 HP).
  2. According to the pump impeller:
    - Centrifugal
    - Peripheral

All motor pumps or motor pump assemblies for clean water handling subject to the Standard must have at least one data label providing users with information about the PEI of the product.

The energy efficiency label must contain at least the following information:

  • The inscription "ENERGY EFFICIENCY"
  • The inscription "Pump Energy Index (PEI) of the Motor-Pump Assembly or Motor Pump for the handling of clean water, determined in accordance with the NOM-004-ENER-2025"
  • The inscription "Electric Motor"
  • The name and/or registered trademark of the manufacturer
  • The commercial model(s) of the product
  • The nominal power of the electric motor in kW
  • The value of the efficiency of the electric motor η (%)
  • The inscription "Motor Pump or Motor Pump Set"
  • The values of Flow and Height in the Best Efficiency Point (BEP)
  • The Efficiency of the pump ηb in (%)
  • The PEI value
  • The inscription "PEI maximum permitted by the NOM:", followed by the value of 1.0
  • The inscription "IMPORTANT"
  • The inscription "The effective energy consumption of the product will depend on the hydraulic installation, preventive maintenance and usage habits."
  • The inscription "The label must not be removed from the product until it has been purchased by the final consumer."
  • The inscription "This NOM-ENER was developed in the Conuee."

Please note, the minimum dimensions of the label are 5.0 X 5.0 cm ± 0.2 cm.

Interested parties can apply for the certificate of conformity via one of the following methods: 

  1. Through periodic tests of the product (by model or by family) — Modality 1
  2. Through the quality management system of the production line (by model or by family) — Modality 2.

Modality 1 allows for obtaining Product Certificates of Conformity valid for one year while Modality 2 grants a certificate valid for three years.

Equipment certified under the NOM-004-ENER-2014 requirements may continue to be imported until the expiration date of its certificate.

The importer or manufacturer may obtain a Certificate of Conformity under the NOM-004-ENER-2025 requirements upon its entry into force, without the need to wait for the expiration of the existing Certificate of Compliance under NOM-004-ENER-2014.
