Indonesia Clarifies Certification Procedure During the Pandemic

SPPI of Indonesia issued a Circular “On application for certification procedure of telecommunication devices in the COVID-19 period” on May 20, 2020. The document is aimed at clarifying the certification process of telecommunication equipment with regard to test reports requirements during the COVID-19 period.

According to the Circular, every Telecommunication Device that is made, assembled, or marked on the territory of the Unitary Republic of Indonesia must be certified and the already-certified products must pass the recertification procedure every 3 years.

To apply for a new certificate, it is necessary to provide test result reports or test reports to the equipment. In case the applicant for certification of telecommunication device cannot to provide all the necessary test reports or results, the SPPI allows to provide a part (e.g. EMC or RF test results) of test results with a signed statement with the stamp declaring to provide complete reports no later than 6 (six) months from the Circular Letter Acting.

Otherwise, the following administrative sanctions will occur:

 

  • revoke of the certificates  
  • announcement to the public and obligation to recall of Telecommunication Devices that have been circulating

To apply for recertification, it is necessary to understand whether any changes were made. If there were no significant changes in the device, it is possible to provide previous test reports for the recertification procedure. Otherwise, the applicant has to provide updated test reports for the new technical parameters and the old one for those parameters that remain the same. If it is not possible to provide a complete set of required test reports, the applicant must provide at least a part of them with a signed statement with the stamp declaring to provide complete reports no later than 6 (six) months from the Circular Letter Acting.

Otherwise, the following administrative sanctions will occur:

 

  • revoke of the certificates  
  • announcement to the public and obligation to recall of Telecommunication Devices that have been circulating

This Circular letter will be valid until the determination of the expiry of the Status of Specific Emergency Disasters from COVID-19 by Indonesian authorized Government Agency
