The Government of India, through the Ministry of Communications, Department of Telecommunications, announced that the Telecommunications Rules, 2025 has officially come into force. The notification was issued on May 16, 2025. 

The Rules provide a framework within which the Telecommunication Engineering Centre and the National Centre for Communication Security, under the Department of Telecommunications, Ministry of Communications, Government of India, may notify standards and conformity assessment procedures with regards to corresponding national legislation. 

It is stated that drafts of standards, as well as conformity assessment measures, should be released to public consultation before official publication. At least sixty days are provided to enable all stakeholders to submit their comments. The Authority mat then finalize the standards or conformity assessment measures, with or without modifications, or withdraw such standards or conformity assessment measures.

With regards to the certificate of conformity assessment, the Rules specify that every manufacturer must ensure that any telecommunication equipment to which a relevant standard applies complies with the requirements of that standard. Compliance is confirmed by a certificate of conformity issued by the Appropriate Authority. 

Please note, telecommunication equipment can be exempted from the conformity assessment procedure in the following cases:

• When it is imported into India for the purpose of carrying out research and development, demonstration or testing of samples in India, or through a regulatory sandbox, subject to compliance with relevant rules and procedures for such research, demonstration, testing, or regulatory sandbox use.  
• When it is imported into India by a person for personal use.

The Rules describe procedures for an authorized entity or a licensee with regards to telecommunication equipment without a valid Certificate of Conformity Assessment as well as procedures for contravention of standards relating to telecommunication equipment.
