European Union Starts Introducing Revised Energy Efficiency Requirements for Light Sources

The EU Commission issued Commission Regulation (EU) 2019/2020 in October 2019. The Regulation concerns ecodesign requirements for light sources and separate control gears. It revokes the following Commission Regulations:

  • Regulation (EC) No 244/2009 “on implementing implementing Directive 2005/32/EC of the European Parliament and of the Council with regard to ecodesign requirements for non-directional household lamps”
  • Regulation  (EC) No 245/2009 “on implementing Directive 2005/32/EC of the European Parliament and of the Council with regard to ecodesign requirements for fluorescent lamps without integrated ballast, for high intensity discharge lamps, and for ballasts and luminaires able to operate such lamps”
  • Regulation (EU) No 1194/2012 “on implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for directional lamps, light emitting diode lamps and related equipment”

The Regulation (EU) 2019/2020 becomes mandatory from September 1, 2021. It contains three types of the ecodesign requirements for light sources and separate control gears:

  • Energy efficiency requirements
  • Resource efficiency requirements
  • Information requirements

From September 1, 2021, the declared power consumption of a light source P on shall not exceed the maximum allowed power P onmax (in W) that depends on light source type and includes such parameters as useful luminous flux and color rendering index.

However, not only ecodesign requirements for the light sources were changed. Energy labelling of light sources was also adjusted. Thus, requirements for the labelling of light sources with or without integrated control gear as well as the provision of supplementary product information is governed by the Commission Regulation (EU) 2019/2015. This Regulation becomes mandatory from September 1, 2021 instead of Commission Delegated Regulation (EU) No 874/2012 on energy labelling of electrical lamps and luminaries.

Please note that despite the fact that the Regulation should be applicable from September 2021, the Suppliers of light sources shall ensure that the parameters of the product information sheet such as:

  • Supplier’s name or trademark
  • Supplier’s address
  • Model identifier
  • Type of light source
  • Product parameters
  • Energy efficiency class
  • Instructions and recommendations

must be in the product database from May 1, 2021.

From September 1, the energy label should contain the following information:

  • supplier’s name or trademark
  • supplier’s model identifier
  • scale of energy efficiency classes from A to G
  • the energy consumption of the light source in on-mode
  • QR-code
  • the energy efficiency class
  • the number of the Regulation ‘2019/2015’

The label can be the standard size as well as small size:
