Brazil Issues Consolidated Regulation on Infant Cribs

The National Institute of Metrology, Quality and Technology of Brazil (INMETRO) issued Ordinance #143 in March 2021. The ordinance contains the consolidated quality technical regulation and conformity assessment requirements for cribs. It became effective from April 1, 2021. The enforcement of the ordinance repealed ordinances 53/106 and 195/2020 that covers conformity assessment requirements for children's cribs.

The Ordinance applies to infant cribs including those that are convertible, folding, rocking or swinging. The following types of products are out of scope:

  • Portable cribs
  • Cribs for hospital purposes
  • Rest chairs
  • Cribs designed to be placed adjacent to beds
  • Cardboard boxes for newborn babies (baby boxes)

The ordinance has three annexes. The first annex contains technical quality regulation with regard to the safety of the product. The second one includes conformity assessment requirements that cribs must meet to get access to the market of Brazil. The third annex describes the requirements to the conformity identification seal.

Thus, if you want to put cribs on the market of Brazil, you have to pass certification procedure first. Once the conformity assessment procedure is passed and the certificate is granted, the product must be registered with INMETRO. After registration, the supplier affixes the conformity identification seal to the product and to the packaging. However, there are some exceptions with regard to custom-made cribs. Such cribs must be in compliance with the requirements of this ordinance, but certification and registration procedures are not required.

If the product already has a national certificate of conformity, there is no need to apply for a new certification procedure. However, the information on this ordinance must be included in the certificate at the next evaluation stage.
